This is the short and simple quest required to learn Legion Engineer. It requires level 98 to pick up, and is picked up from Hobart Grapplehammer in Like Clockwork, the Engineering shop in Dalaran (38, 24).

This quest requires that you deliver a Crate of Guns to Filgo Scrapbottom in the Dalaran Underbelly. Not to worry though - Fligo is located at (66, 53), in the staging area - not in the free-for-all PvP area.

You need to have at least 1/700 engineering for this quest
Btw. The quest description is hilarious.

Take the Crate of Guns and bring it to Filgo Scrapbottom in the The Underbelly
The Underbelly entrance is near the Krasus' Landing
Go down and you will see Filgo Scrapbottom
Don't worry, you don't need to enter the PvP zone.

This is the starting quest of the Legion Engineering questchain. Lots of fun awaits you.
I think it is the coolest quest chain in legion. And probably the most gated.
At least on beta it was pain to make all the quests and then level up to 800.

7/12k reputation with the Nightfallen for Revamping the Recoil quest

But let's keep things simple and for this quest you don't need anything special.

If you're like me, and a warlock, do the warlock quests until dalaran underbelly becomes more "crowded". IT'll phase you out otherwise and you can't get to this part of underbelly.

is this quest bugged? i have even tried to abandon the quest and retake it.. but, i cannot find the lil dude. :(

if you follow your artifact questline:
you are a hero of your class, wielder of a legendary (literally) weapon, leading your troops against legion forces
however if you choose to complete this quest first:
you are just a carrier who delivers scraps for a goblin.

Now that BFA is out, I can't seem to get the Aww Scrap! quest from Hobert Grapplehammer so that I can acquire Legion engineering. He doesn't even seem to be in Dalaran. Am I missing something? There doesn't seem to be any relevant info on this now that Blizzard has changed the way professions work.

If you have done the quest before, left the profession and came back to it. Speak to Hobart Grapplehammer in Dalaran (New Dalaran in Legion, not Northrend) and buy Forgotten Schematics of the Broken Isle. It will relearn all the previous schematics you had and give you Legion Engineering lvl1.

I was confused that Legion Engineering didn't show in my Professions list after finishing this, but you'll get it (along with several schematics) after finishing the It'll Cost You quest.

If you're here in 10.2.5 like I am wondering why Hobart Grapplehammer doesn't offer you a quest, you just need to purchase the Forgotten Schematics of The Broken Isles from him.

Description

It's a catastrophe! No, even worse, a conspiracy!

I heard the Legion was back again, and I thought to myself, "Hobart, now's your time to shine."

I made us enough guns to blow those demons back to the beginning of time!

But then we get here, and what happens? Everyone just happens to "find" all these ancient artifacts to fight the demons with!

Long story short, I have too many guns and need to get rid of 'em.
