If you are a class with AE-capabilities, I'd suggest you go west from Jotunheim to the scourge area to get this quest done fast. There you'll find Converted Heroes in packs of 7-8 patrolling the area so with few pulls you should be done with this quest. Another good side is that you can continue directly to the Court of Bones to do the Battle Before the Citadel.

However, some caution is adviced since these mobs use Incapacitating Shout reducing your movement speed by 60%, Mortal Strike and are immune to any form of crowd control except stuns.

I personally prefer to double dip this with Blood of the Chosen, the Warsong Offensive daily to kill 20 Ymirheim vrykul. All the vrykul actually in Ymirheim count for this quest too. You can't triple dip with Assault by Ground, as the vrykul blocking the ascent count for Blood but not for this quest, but you can double dip in rapid succession. If you have requirements for this quest left over after completing Blood, consider double dipping with Slaves to Saronite, as the Val'kyr guarding the mine also count toward this quest. You can get all these quests by flying from the tournament grounds southwest to the bombardment, into Orgrim's Hammer, grabbing Blood and Slaves, continuing southwest, grabbing Assault, and continuing from the end of assault southwest into Ymirheim. Once done, feel free to do King of the Mountain on your way to Battle Before the Citadel. On your way back you can turn them all in without dismounting from your flier.
I've just completed the first valiant stage, so I find out tonight whether taking this with the valiant version(troll version linked for maximum awesomeness) allows me to triple dip, completing this quest, its valiant version, and Blood all at once. I will report back when I find out. If so, that is some efficient money/reputation generation for something that's not terribly boring to do.

As you advance from Aspirant to Valiant to Champion within the Argent Tournament, there will be dailies available for killing the Scourge of Icecrown. The Aspirant version requires 8 kills, the Valiant 10, and the Champion 15. Prior to 3.2, you could kill most types of Scourge in Icecrown for credit, but now only the Cult of the Damned counts. Thus, it is no longer possible to kill the same mobs to complete both the Valiant and Champion quests.

This particular quest is for Horde Champions of all classes but death knights. As for all the Champion quests, the Writ reward is for purchasing reputation for the individual city factions from their quartermasters, while the Purse pays out a flat 10g reward. Thus if you are an Embajador de la Horda, always go for the purse. The other champion versions of this quest include:

On my paladin I still haven't done most of the normal Icecrown quests and it actually helped me find a fast way to do this quest. Get the quest that requires you to explode scourge with an abomination from your skyship, go to the broken front, get an abomination, take it to the amassed scourge just south of Mord'Rethar, let the abomination aggro a lot of mobs, drop a consecration on top of them (or use any other aoe), no need to kill them with it, just tag them, and then explode the abomination - the mobs it killes will count for this quest (in fact two quests if you are doing the valiant and champion version at the same time)

Along with doing Valiant Field Training for your next city of choice, Leave Our Mark is a great quest to complete with this one at the same time. It requires the same number of kills (Vrykul count as Icecrown Scourge), you get additional Vrykul Bones, and you gain Ebon Hold reputation should you need it.

I've found that by far the easiest (not necessarily the best reward-wise, but the easiest) place to do this quest is the Weeping Quarry south of the Shadow Vault. The Risen Laborers count for the quest, aren't very tough, respawn quickly, and even though they're red mobs they don't aggro until you attack them. You'll have your fifteen Scourge in no time.

If you still haven't done the heart quest chain on some char you are doing these dailies on, you can do it up to the point where you need to drive the demolisher - the massed mobs you are supposed to kill for this quest won't count as icecrown scourge, but the geists and skeletons in the general area where you find the demolisher will, and being able to 1-shot them with boulders makes this quest really fast, particularly for a class with no aoe farming capability. As long as you don't turn in the 'Do your worst" quest, you can drive the demo as much as you want.

You can also do the Ebon Blade dailies with this quest. Most of the mobs you can kill for planting the flag also count as scourge. The only ones I've found that don't are the ones challenging each other on the big round platform. So just kill the ones around the arena and village and you can do both quests at once.

As of this morning at least the one I have after being exalted with The Sunreavers doing all of the other faction quests, this had me killing 15 Cult of the Damned members (i.e. Dark Zealots, Dark Ritualists, etc. up around 62, 20.
