Shoot at the round void circles in the air but make sure to shoot at each one multiple times until it disappears.

Unable to figure out how to complete. 2 will shoot the white bubbles out of the air, and 1 will shoot the purple void things but it cannot reach the 2 furthest voids or the main target. It just doesnt have the range. Any help?

Edit: shoot into the small sections on the ground right at the base of the temple thing behind the 2 highest purple guys. Sooo badly designed.

spam 2, press 1 on every mob , some are close to being out of range on stairs so you need to hit the base of the temple, when you kill them all, you go in next step, press 3.

I was doing the quest with my druid today (early access release).
The part with pressing 1 and 2 (shooting the ballista and countering the lightning orbs coming at you) was fine, but after that, I found myself unable to press 3, as the button was greyed out.
After reloading and relogging, I found out that I was entering the ballista in flight form. That caused the problem. So before you step into the vehicle, get out of any shapeshift.

As other have noted, you cannot target the top 2 mobs or change your view to somehow find a way to hit them. Complete garbage quest that blocks progress live in early access.

This quest seems buggy. If anyone has trouble aiming at the monsters above the stairs, try moving the aim across the terrain below the stairs which should hit them.

If you can't interact with the balistas, try fly out to Eversong Wood and fly back again a few times. This fixed the issue for me.

The real solution is change Distance to 10.
Options -> Graphics -> Graphics Quality
Change:

View Distance: 10
Environment Detail: 10
Ground Clutter: 10

I don't know if this has been patched or the bug doesn't effect everyone but on my terrible laptop with graphics set to low I had no problem hitting the little ring of tall guys on the stairs below the platform who are zapping the blob in the middle, and that completed the quest for me.

This quest can be very confusing.

Use "1" to shoot at the mobs throwing the orbs, not on the shield itself. There are two that you can't really see at the first platform of the stairs leading up.
Use "2" to throw arrows at the orbs coming your way to defend yourself
Once you kill the mobs it will revert to where your camera comes around to you standing at the front of the ballista. You are still in vehicle mode although it can seem as if you've been released from it the way the camera acts.
At that point hit "3" which will meet the quest objectives and launch the video.

i found with the two buttons. click one to kill the npc/s in between click the shield buttong or two. missles or
spears will travel in the air and attack the blue fire balls.. click on it again to attack the sphere at the top.
it takes many shots but once done a cut screen appears. if you dont kill the blue fire ball things your life level
at the base will go to zero and you have to start again

This quest is timed -- you'll get hit with stuff and your catapult will die.
1. Hit the purple dudes with button 1 -- it takes them out.
2. Spam button 2 -- this is your defense -- I alternated button 1 then 2, and barely got it. More defense seems to matter.

Then, you get a new stage -- but this is trivial and easy.

Description

Zul'jan's ballista is ready. And it had better work after what he has done. We lost de army we needed to defend de city, but we can fend off Mor'duun long enough to let our people escape. Help my brother man de ballista. Focus on de shadow warders and de pylon. Liadrin and I will distract Mor'duun. I will kill him if I can, but even then we can't stay here. There's too much void energy. And too much destruction. Atal'Aman is truly lost.
