I found this regular quest that popped up today (while I did every quest in the area already). Did the delve twice on T3 with Brann but didnt complete.
I ran the macro to see if I already completed this quest and it says false

After not getting the completion yesterday I decided to try again today: Now the delve objective (Webbing cleared with flamethrower) doesn't progress at all and I'm stuck in the first room. Happens on all Tiers.

I found this quest on a scroll upon entering the Delve, not outside the instance.

For my faulty memory. This is the one with the constantly running rail cars. You have to recover precious ores while avoiding Crawler Eggs and webs that appear when the eggs are destroyed. Yes, you CAN go between the eggs for most things.
If you see an area covered by webbing, look for a weakened miner. After they're fed, they obliterate the webbing in the blocked area.d
Before the boss, go around the last room to pick up any buffs.
