Bottled Essence & Spark of Ingenuity are part of Dragonflight Crafting Endgame Gear.

You can get the first Bottled Essence & Spark of Ingenuity by completing 2 chapters of In Tyr's Footsteps Questline.
After complete the first 2 chapters you'll unlock the Engine of Innovation.

In Tyr's Footsteps. Find the First Challenge of Tyr in the Azure Span.
First Challenge of Tyr: Finesse. Complete the first Challenge of Tyr in the Azure Span. Rewards: Bottled Essence.

Second Challenge: Might: /way #2024 67.16 30.94
The Sweet Taste of Victory. Return to Engine of Innovation in Valdrakken.
Fueling the Engine. Use the Bottled Essence to empower the Engine of Innovation. Rewards: Spark of Ingenuity.

Once the season begins on Dec 12th, a second quest will award a second spark, with a new step every 2 weeks until the player has earned a total of five sparks.
At that point, players will be able find Bottled Essence from virtually any activity to create more.
They're meant to be rare though, and modeled after Legion legendaries, with the intent of players finding one every couple of weeks.

Third Challenge of Tyr: Persistence Embodied.

Fourth Challenge: Resourcefulness:
Fourth Challenge of Tyr: Resourcefulness.

Fifth Challenge: Ingenuity:
Fifth Challenge of Tyr: Ingenuity.

Innovation Complete:
Innovating the Engine.

Final Reward: In Tyr's Footsteps / Essence Detector / Questline Reward: Bottled Essence.

I cant seem to see that quest after complaining the first 2 steps of the Tyr's footstep questline. Not sure where to get the quest ?

You can only get this particular quest if you use the skip.

The skip completes all the other quests for you, so you actually get more quests completed on the character than if you would go through them all manually.

Hidden tracking quest for the skip is 72340.

Description

Tyr believed that the Engine of Innovation would be necessary for the battles to come. You have proven yourself worthy and overcome all the challenges set before you. You may now unlock Engine's full potential.
