Once one of your characters has chosen a Covenant, this quest will pop up on your alts after you've done the Shadowlands introductory experience in the Maw. You should get it as soon as you log in. If not, go to Oribos and relog.
Once you get it, go to Fatescribe Roh-Tahl in the back of the inn in Oribos. Go through the dialogue and click "I am ready to choose my fate in the Shadowlands." Finally, you're faced with two choices:

"Threads of Fate" completely locks you out of doing the main story missions that you originally did on your prior character. Instead, you will be given the quest "Re-Introductions" to immediately go to Tal-Inara to choose your Covenant. After that is "Aiding the Shadowlands" where you pick a zone (not related to your chosen Covenant), meet the leader (who notably treats with considerably less respect than if you had gone through the storyline. You don't even go through the cutscenes of getting your powers, you just start with them) and begin getting exp by world quests, certain world objectives, and dungeons.

"Replay the Storyline" is exactly what it says on the tin: You simply go through the story from Bastion all the way to Revendreth as you did before.

EDIT: Some more details. If you decide at any time that you want to stop doing Replay the Storyline, you can return to Roh-Tahl and click on Threads of Fate. However, the inverse is not true. If you are tired of Threads of Fate and want to return to Replay the Storyline, you can't, you are stuck in that timeline, so choose carefully.
In ToF, it only locks you out of the MAIN STORY quests. All other quests in the zone can be complete. Also keep in mind, ToF gives out gear far less often and reliably than the main story quests do, meaning that even regular World Quests will be notably tougher since you won't have as strong gear as you'd usually have.

So ... what if I choose "Threads of Fate", and turn in the quest ... then later realize I made a terrible mistake and want to do some of the main storyline quests on that character instead? Am I screwed?

What triggers this quest? I currently have 4 level 60s but still can't see where to pick up this quest

When I first chose my covenant on my first character, this quest was not available to my other characters. I did the first handful of quests for my covenant, up to the point where I did 3 world quests. After that I logged over to my 2nd character and this quest became available. I didn't get a popup or anything, it's just a legendary-colored quest on the map. It is possible it activates before that, but it definitely is true that you don't need to progress very far on the first character before it is available to your other characters.

If you choose "Threads of Fate" does it also lock that particular character out of the achievements tied to the main storyline?

The Threads of Fate Campaign skip in Shadowlands is no longer available for leveling or max-level characters.

Any characters who have already chosen Threads of Fate prior to Dragonflight will be able to finish it. However, characters who never initiated Threads of Fate will be restricted only to the zone-by-zone Covenant campaign for Shadowlands.

If you already chose Threads of Fate, do not choose Chromie Time's Shadowlands - Realms of Death. If you do switch to Realms of Death while Threads of Fate is active, you will retain most of the features of Threads of Fate, but you will lose access to World Quests until level 60.

This article is inherently false. I literally just got prompted w/ threads of fate on a fresh dracthyr upon arrival in Oribos for the first time. I got to choose my fate, my covenant and even got a skip for Zereth Mortis. However, my other max level characters did not get this option. I have completed the campaign on my main. My first level 70 alt didn't get the prompt at all. My 2nd level 70 alt SOMEHOW, acquired the quest "the call of fate" without ever getting the threads of fate follow up.

So I have a ticket in. They're probably going to shine me on. This doesn't even seem remotely fair or right, especially considering what their support article states.

After investigating your situation, I was able to see that the Threads of Fate Campaign skip in Shadowlands is no longer available for leveling or max-level characters.
Any characters who have already chosen Threads of Fate prior to Dragonflight will be able to finish it. However, characters who never initiated Threads of Fate will be restricted only to the zone-by-zone Covenant campaign for Shadowlands.

So they literally quoted the article I mentioned to them in my ticket back to me, and closed the ticket, without answering my question why a fresh dracthyr had access to a removed questline.

I just logged into my level 70 hunter (who only did a few intro quests to the maw before I was able to enter the Dragon Isles) and this quest popped up while sitting in Orgrimmar. I have no idea what triggered it to pop now, especially after reading the comments. I've been max level for a couple weeks now.

My Dracthyr got this quest in Oribos, but after completing it I didn't get access to Threads of Fate or anything. Still wants me to do the Bastion questline and go through all of base Shadowlands.

Just did 56-60 on my mage through Shadowlands today and activated Chromie Time before going. I did do the Maw scenario and only did a few quests in Bastion before hitting 60. She did have Jaina bug out in the Maw stealth portion prior to getting to the waygate forcing me to abandon, port back to SW, and re-enter the Maw to restart the quest. My rogue who I also leveled today did not have the same bug. My mage did get The Call of Fate quest once she hit 60 but after turning it in I could not get Threads of Fate. I also did not turn in The Call of Fate on my mage until she turned 61 as I didn't even notice it pop up in her quest log. I had opted to jump to Dragonflight, leveled to 61 there, swapped to my rogue to level her, and then returned to my mage later in the day to see if she could get Threads of Fate after I noticed my rogue had it.

My rogue did 54-60 in Shadowlands today as well and did not activate Chromie Time prior to doing the initial Maw scenario. I forgot it wasn't enabled and AzerothAutoPilot didn't notify me it wasn't until I was nearly done in the Maw. My rogue had accepted the initial Shadowlands intro quest when Shadowlands released originally but I didn't level her through it until now, so she sat collecting dust with the quest to talk to Darion in her quest log. After finishing the intro Maw quest chain on my rogue and getting to 60 in Bastion, she was able to get Threads of Fate. My rogue did not get The Call of Fate quest before I opted to take a chance and go talk to Roh-Tahl who had the option to pick Threads of Fate. I had not yet returned to Azeroth to start Dragonflight although I had the intro quest in her quest log at the time.

Neither toon was given the option to do Threads of Fate when originally arriving in Oribos after the Maw scenario. I did not go to Roh-Tahl at that time to see if he even offered it. Both toons also leveled from 50-54 via holiday events and my mage from 54-56 via pet battles in Draenor before I opted to take them both to Shadowlands to get to 60. Neither had touched Shadowlands prior to today aside from accepting the initial intro quest to talk to Darion to learn my leaders' fate.

Perhaps a character has to not start Chromie Time or at least needs to do the Maw intro without Chromie Time enabled and/or they have to pick up Threads of Fate no later than level 60. I'm ignoring Dracthyrs as they're more of a special case.

**UPDATE**
Guess I'm a glutton for punishment trying to figure out what triggers Threads of Fate. Did more experimenting.

Leveled a level 54 draenei warrior. Created way back in late TBC. Leveled 50-54 via holidays (Winter's Veil and Love is in the Air mostly). Not sure why she didn't have the intro to Shadowlands quest as I did log into her prior to Dragonflight. Possible I abandoned the quest at some point. Chromie Time was enabled before starting Maw intro. Quest to start Shadowlands was not offered from mission board or Adventure Guide. Still had some quests from BFA regarding campaign in log that the game wanted me to finish instead, so the game kept trying to push me to return to BFA content. Went from 54-57 in the Maw. Arrived in Oribos but no Threads of Fate offered at platform on initial arrival in Oribos. Went to Roh-Tahl while doing The Eternal City quest and he did not have Threads of Fate available. Went back to Roh-Tahl just before going to Bastion but still no Threads of Fate. Hit 58 and returned to Oribos to again talk to Roh-Tahl. Still no Threads of Fate. Returned to Bastion to hit 60. Hit 60 and returned to Oribos. I did not have Call of Fate once I hit 60. Talked to Roh-Tahl anyway, and this time he had Threads of Fate.

Just to validate my theory, opted to level a 54 night elf warrior. Created during BFA. Was not leveled high enough to start Shadowlands when it was current so did not get the original Shadowlands intro quest. Leveled mostly without Chromie Time going through the original vanilla zones as intended before swapping to Chromie Time with WoD for 35-50 and holidays for 50-54. Chromie time enabled before starting the Maw intro since she was already in it. Unlike my draenei warrior, my night elf warrior went from 54-56. My draenei warrior must have been a few bars ahead of my night elf as my night elf was 2 1/2 bars from 57 when the Maw intro was completed while my draenei hit 57 right as she finished it. Doing the intro Oribos quests to the portals got her to 57. Leveled to 60 in Bastion yet again, returned to Oribos, talked to Roh-Tahl, and he had Threads of Fate. I again did not get Call of Fate to talk to him first.

To again torture myself and see if maybe Threads of Fate does go *poof* once you hit 61 and to validate that my mage was out of luck due to hitting 61 in Dragonflight before taking it, opted to level my level 53 lightforged draenei warrior (I have a lot of Alliance warriors). She was created during Legion and was high enough to get the original Shadowlands intro but did not do it. I'm also not sure if I had gotten it at the time and lost it due to the Gear Update option being added to the game which can clear your quest log. Did 50-53 with Winter's Veil but I skipped Love is in the Air on her. She did use the scouting map to learn all flight points. Leveled 53-56 in the Maw intro. Once I hit 60, I returned to Oribos to verify Threads of Fate was available but did not select it. Again, did not get Call of Fate. When arriving in Oribos, I did get a quest from Ve'nyo to do the Jailer's Gauntlet which I didn't get on any other toons prior. Roh-Tahl also appeared on her minimap with a chat bubble which I don't recall appearing prior. Upon talking to him, Threads of Fate was available, but again, I chose not to select it. I then used Chromie's Teleporting Scroll to leave Chromie Time and start Dragonflight. Hit 61 and returned to Oribos to talk to Roh-Tahl again. Still did not get Call of Fate. Walking up to Roh-Tahl I noticed he no longer had the chat bubble on the minimap and talking to him he no longer offered Threads of Fate.

So maybe the trick is just going immediately to Roh-Tahl at level 60. Once you hit 61, you seem to be out of luck getting Threads of Fate and have to redo the entire leveling campaign. Chromie Time doesn't seem to matter. Having the original Shadowlands quest when it was current doesn't seem to matter. Starting Shadowlands when it was current and finishing it in Dragonflight vs just starting and hitting 60 in it during Dragonflight doesn't matter. Seems once you hit 61, Blizzard turns off Threads of Fate. Hopefully this is fixed because having to do an entire leveling campaign just to get to someplace like Torghast is repetitive.

Getting Threads of Fate pre-60 does seem to be a bit of a trick, but it's at least still available for a small window while you are 60. You also will not always get the Call of Fate quest to even remember to go back to Roh-Tahl, so you'll have to remember to do it yourself or it may be too late by the time the quest does trigger. Seems to be harder to trigger getting Call of Fate than it does to actually get Threads of Fate.

I don't have any toons currently in the 48-50 range to test if they can get Threads of Fate upon arrival in Oribos at the normal level for the expansion.
