For an early quest this is rough to solo. The quest mob has 95k health and is in the River of Souls which makes visibility poor and is surrounded by other mobs with 95k health and wailing souls that can fear you if you are in range of them when they do their cast. This is a quest that will be much easier to do with someone else.

Location is 33,16 in The Maw. This is at the top of the map in the Planes of Torment, east of the Tremaculum.

As Taubes mentioned, he's in the Plains of Torment area, just outside of the Tremaculum. Don't go inside the walled area. Turn to the right and head east along the wall; he'll be on top of a long rock shard that juts out of the ground. If he's not on this rock, check for a corpse as he may have been recently been killed.

Not sure if they changed this radically but most of these comments seem way off.

He's alone, he's got 40K health, there are no "swirlies" to stand in...you just kill him and loot a box. Very easy.

The Kyrian Covenant assault was going on when I got this quest. Just grab one of their Trueheart Spears before you head over there, it knocked 95% of his health off with one hit.

NOTE : There is a different boss in the area with 90K+ that is entirely unsoloable. BE SURE YOU HAVE THE RIGHT TARGET. The other boss is a pat on a very long circuit.

Description

I've discovered that one of the Jailer's inquisitors is attempting to devise a method to track my movements. Clearly, that is a problem for me... and by extension, it is a problem for you. The inquisitor has risen to the top of my list of potential threats. In the past, I would have had to deal with him myself. But now... I have a business partner. Put an end to him, yes? And if you can, determine exactly how he intended to track me.
