Beta servers, 26/08/2020 : the exclamation mark appears on the map at the Seat of the Primus, however Merick Feldscar does not offer the quest to me.

After I completed this quest (on an Alt), the next quest it gave me in The Art of War storyline was The Highlord Calls, starting the Torghast storyline.
It also unlocked Replenish the Reservoir, Return Lost Souls and the daily Callings quests, as well as a quest in the Covenant Sanctum category, Rebellious Souls.
