To take this quest find Posted Notice at Ashvane Foundry (attached to building walls).
To collect Note to Forgemaster Farthing you have to slay Forgemaster Farthing. He's inside a building, entrance is at 79.2 47.0
To collect Note to Taskmaster Williams you have to slay Taskmaster Williams. He next to the forges, 82.0 48.3

The quest appears bugged for me. Flynn isnt there even though i have a yellow '?' theres no way to hand it in.

I also struggled to turn this in. My suggestion is to also complete Suspicious Shipments and Small Haulers. When I finished all three, I was able to turn them in to Flynn Fairwind (/way 78.10 47.95) at the same time.

Flynn Fairwind is found at 78.10 47.99 (/way 78.10 47.99) after Small Haulers is ready for turn in as well. I couldn't find him to turn in Message from the Management before completing Small Haulers quest as well.

I see the exclamation point on the quest log /map but I am unable to find the quest giver. I know I read that it is a post but I am not able to find that either. A bit frustrating.

It's on the outside of the right post of the little shack you first come across after talking to Flynn and the other guy. The quest exclamation point clips through the shack's wall and the item doesn't sparkle, so I had trouble finding it. It shows up on the map as "Posted notice".
