It seems it's hard to see on the map (because the emissary banner covers it), but the turn in is on an island, just south west of Zuldazar. Coordinates 32.70, 85.97 for those with TomTom.

Fly or sail to Xibala in southwest Zuldazar.

Mount your favourite Water Strider.

Head southwest to the beach and across the sea.

Miju <Grandmaster Blood Scribe> will be waiting to greet you at (33,86).

Fun fact: If you do this after 120, and unlocked world quests, the "Emissary Quests" banner covers up the island. Stay classy, Zandalar.

This leads to the final quest A Test of Quills, where you have to kill four mobs. When completed, it teaches you how to make a Sanguine Feather Quill of Lana'thel.
