Wonderfully-Adorned Cloth is in a chest - Sunken Treasure Chest. Chest can be found at 54.7 77.8 point. It's underwater, so swim down to find it.
There also will be Treasure Master Iks'reeged, it just stealed good stuff, so you have to loot the quest item and bring it back to Karla.

Could see the quest item clearly , just know It's not in the ships because I see lots of players searching them. lol

The chest is located between a set of rocks and can be seen without diving down. However, the rocks are at quite an angle so if you feel more comfortable swimming around you can pick up damaged diving helmets. The helmets are scattered in the water around the area and will give you unerwater breathing for 3 minutes.

On your map, the small yellow circle in the blue quest area accurately shows the location of the treasure (54.8, 77.7). The sting rays and the odd shark won't go out of their way to attack you, so your main concern should be watching your air - either your breath bar or the time left on the icon for the Damaged Diving Helmet you picked up underwater. I also found one giant clam called a Vaporous Abalone. When it opens it will refresh your air if you don't have a helmet on. Shades of Vashj'ir.

You'll see the Kobold Treasure Master Iks'reeged swim away from the treasure when you approach. He doesn't attack. He checks out many treasures on the Broken Shore and is part of a World Quest Treasure Master Iks'reeged. Is he looting the treasure or just checking it out? IMO there should be an Achievement linked to sighting him.

There's a Damaged Diving Helmet next to the Forlorn Depths Treasure for a reason. Use it. The air in my Damaged Diving Helmet ran out and I drowned.

The underwater World Quest A Giant Problem may be on at the same time. I found I couldn't click on another Damaged Diving Helmet until the air in my helmet ran out. Collect 8 supplies in sparkling chests and kill 4 giants.

I was just there, got the treasure, but had to avoid Aqueux, a lvl 112 elite beast treading water just above it. Easily avoided with any stealth ability.

AP token ultimately awarded from this quest has a sell price listed, but the NPCs will not buy it, even after the new AP token vendor prices were added.
