Aitokk's Axe is located at 61,14. It is lying on the floor of blacksmith building in Nethergarde Keep.

Neka's Poison Flask is located at 59,17. It is few feet south-east from Nethergarde Keep's west entrance lying on floor near tent.

Overseer Struk's Shield is located at 60,20. It is in the middle of ruins of former largest building of the Nethergarde Keep.

You're not waiting for the guys to spawn, just pick the item up off the ground.

As of 6.0.2's release, the axe is now in the doorframe of the workshop, not on the ground as it appears to have been in PTR. It's above Master Aitokk's corpse.
Overseer Struk's shield is above her corpse in the southern collapsed building.
The poison flask is to the right on a table when you come in the west gate (not as glowy as the other items). If you stand at Neka's feet, her head points towards the flask.

If at any point you are having trouble, you can /target "Overseer", "Neka", or "Master" and the quest items you're trying to find will be nearby.

I found the axe on the frame to the North exit (not on the floor).

As of the live patch for 6.0.2

Aitokk's Axe is located at 61.89,14.72 in the door frame on the right as you are looking out of the blacksmith building in Nethergarde Keep.

Neka's Poison Flask is located at 59.34,17.88. It is lying on a table under a tent awning.

Overseer Struk's Shield is located at 60.58,20.02. It is in the middle of what look like ruins of a building just in the middle of the rise of ruined stones. There are usually two mobs right next to it.

When you pick up this quest, also pick up the following quests to do at the same time:

Lunatic Lieutenants
Attack on Nethergarde

To find Nethergrade Keep, fly to the northeast of where Thrall gives you the quest. Assuming you are doing all of the quests at the same time, here is the order for all three quests:

Rukah's Battleplan, 57,18 - Pick Up off of Rukah after kill (Lunatic Lieutenants)
Neka's Poison Flack, 59,18 - On the picnic table, highlighted (Ransacking Nethergrade)
Flag Planted Outside Main Keep, 60,16 - Click on outline of flag (Attack on Nethergrade)
Overseer Struk's Shield, 61,20 - laying on ground highlighted (Ransacking Nethergrade)
Flag planted at Nethergarde entrance, 63,23 - Click on outline of flag (Attack on Nethergrade)
Flag planted in the center of Nethergarde, 62,19 - Click on outline of flag (Attack on Nethergrade)
Aitokk's Axe, 62,15 - Inside building, in the door frame next to Aitokk's body. Axe is roughly at eye level for your toon. (Ransacking Nethergrade)
Mokrik's Battleplan, 63,13 - Pickup after the kill (Lunatic Lieutenants)
Gar's Battleplan, enter at 60,15 - Inside the building, go to the third floor Pickup after the kill (Lunatic Lieutenants)

You will note that the flags which you have to plant for the Attack on Nethergrade will have the new outline shading to help you find the spot to plant the flag.

The Overseer Struk's Shield is laying on a boot at a slight angle in the middle of the rubble of a building.

Neka is already dead. Her poison flask is on the table. You do not have to kill her to pick up the flask.

Like Neka, Master Aitokk is already dead. You do not have to kill him to pick up the axe. The axe is in the door frame next to the body.

You can pick up the bombs thrown by Mokrik at the start of the fight and an icon will appear and you can throw a bomb back at him doing reasonable damage. Just run over the bomb to pick it up.

Ransacking Nethergarde

Collect Master Aitokk's Axe, Neka's Poison Flask, and Overseer Struk's Shield.

Description

After the Iron Horde took Nethergarde we attacked. While we killed the Iron Horde at Nethergarde they brought more forces through the portal and took Okril'lon Hold. So many souls stripped of their bodies by those savages.

We must not forget those that gave their lives at Nethergarde. If you find any mementos of the fallen, bring them back to me.
