Shelly is outside the garrison walls up on the hill.

Also you have to learn the plans to complete the objective, not just pick them up.

Aha yes - don't forget to click on the blueprints and learn them.. I was running around my garrison for 10 minutes looking for the blueprints and I opened my bags and right clicked... quest complete lol!

The blueprint is not from this quest, but after a few more quests. Do not start looking for the blueprint at this part :)

I was not getting the blueprint in my inventory, it just automatically learned.

The Garrison Cache is at 49.0 43.6, It looked to me like Wooden logs laying horizontally in a tri-stack with a wooden crate to the left of them.

In case you can't find the garrison cache, it is close to the Apothecary, so if you target him you will find it close by.

Alliance. the Garrison Cache:
'close to the Apothecary', not too helpful, I couldn't find the Apothecary.
Find your Gryphon Master, West of him is BS, West of him is a little campfire, a crate, and a stack of wood. That is your Garrison Cache. Don't spend it all in one place...

I beleave you cannot finish this quest if you have higher tear of garrison than the 1st level.

Companion quest - Ship Salvage. Do Keeping It Together first, in order to unlock Pale Moonlight, which is in the same area.

When you talk to Shelly:

Shelly Hamby says: Start gathering everybody together, we need to expand our operation. And let me know if you find Pippers...he stole my favorite slippers.

When you talk to Assistant Brightstone, you're met with a chorus of complaints:

Assistant Brightstone says: Alright, break time's over fellas.
Lunarfall Woodcutter says: Ok, fine.
Lunarfall Woodcutter says: Alright, back to work.
Lunarfall Woodcutter says: Do we have to?
Lunarfall Woodcutter says: But, I was just about to win...

Upon completion:

Baros Alexston says: I feel so relieved. Maybe I can actually do some stargazing tonight. That would be a nice change of pace.

Accept the quest Establish Your Garrison from Baros Alexston (coords 29.1, 16.2).

1. Establish Your Garrison - (Video) - Click on Baros Alexston and select "We have everything we need. It's time to build the garrison."

• Your Tier-1 garrison (outpost) will now be constructed.
• Travel into your garrison (entrance ahead of you), turn right to turn the quest in to Baros Alexston at coords 41.4, 49.5, and accept the quests, Ship Salvage and Keeping it Together.
• Go to 44.1, 53.2 and accept the quest, Pale Moonlight, from Vindicator Maraad.

2. Keeping it Together - (Video) - Click on Assistant Brightstone and tell her, "Time to get back to work."

• Leave your garrison, following the path up and around the hill to Shelly Hamby at coords 32.5, 34.2, and click "Gather Shelly's report."
• Collect your Garrison Cache from coords 49.1, 43.4.
• Grab the flight point for your garrison, while you are here from Dungar Longdrink at coords 48.1, 49.7.
• Go back to Baros Alexston and turn in Keeping it Together.

3. Pale Moonlight - (Video) - Leave your garrison and travel northwest, down to Eventide Landing, at coords 26.4, 8.9.

• Kill 8 Pale Devourer.
• Travel to coords 25.6, 5.5 and kill Gnaw Bloodseeker.
• Ship Salvage - Collect 15 Drudgeboat Salvage, which drop from the Pale Devourer mobs, and also appear on the ground as barrels and boxes.
• Once you have completed the above, use your Garrison Hearthstone and turn in the quest, Pale Moonlight with Vindicator Maraad at coords 44.1, 53.2.
• Go to coords 41.4, 49.5 and click on Baros Alexston, turning in the quest Ship Salvage, and accepting Build Your Barracks.

4. Build Your Barracks - (Video) - Go north to coords 45.3, 40.7 and click on Garrison Blueprint: Barracks. Right click the blueprints, in your inventory.

• Go to coords 41.3, 48.9 and click on Architect Table and click & drag the Barracks to the large empty plot (see video if you are unsure what I mean).
• Leave the Architect Table and travel north to coords 44.5, 43.6 and click Finalize Garrison Plot.
• After the cut-scene, enter your garrison and go to Vindicator Maraad at coords 44.1, 53.2 to turn in the quest Build Your Barracks. Accept the quest, Qiana Moonshadow.

5. Qiana Moonshadow - (Video) - Leave your garrison, proceeding through the southern exit, and travel to coords 30.0, 29.2. Click on Qiana Moonshadow to complete the quest.

• Travel north to go back into your garrison (coords 30.8, 19.2).
• Enter the Town Hall and turn in the quest Qiana Moonshadow to Qiana Moonshadow.
• Accept the quest Delegating on Draenor, from Lieutenant Thorn, who is sitting behind the Command Table.

6. Delegating on Draenor - (Video) - Click on the Command Table.

• After you click Next a few times in your Garrisons Mission window that pops up when you click the table, click on the mission Killing the Corrupted and click "Start Mission" (located at the bottom center of the Garrison Mission window.
• Turn the quest in to Lieutenant Thorn.

If like me you took the boost for level 100 (Legion) without playing at all Draenor and are now unable to find Shelly, it's a known bug... I asked Blizzard support and they granted the quest manually.

Reported a bug , Shelly won't give any report when you click on the npc making this quest impossible to complete.

Description

So much work to do... I don't even know where to start.

Making sure this garrison is operational is not an easy task.

Shelly still hasn't reported back to me, my assistant Brightstone and her crew are who knows where, ugh... I'm so caught up I haven't even had time to check our cache for resources.

If I were a mage, do you think I could use mirror images to do all of this at once?
