To make this quest available you first have to complete a series of quests given by Krog. It starts with this quest.

I was making the loremaster quests and I end up having 46/48 Quest, I knew that I would take the rest of the quests from Korg and then I realized that I didn't go to Mulgore to give "the black shield"quest. (A tip for those that confused also.)

If you're a higher level coming down to do these quest but you can't get this to pop make sure you enable "Low Level Quests" in your point of interests. There are a total of 3 quest items on ground at Shady Rest Inn. I missed one and did almost ever quest in the zone before I decided to come back and check. Couldn't get Krog to give me this quest with that.

Adding a comment here since it wasn't mentioned elsewhere; You literally need to do ALL of Krog's quests in order to get this one to show up - not just the Black Shield ones as mentioned above.

Seek Out Tabetha

Speak with Tabetha at her farm in the Quagmire.

Description

The arms you captured in Blackhoof Village have not seen any combat beyond mere training exercises, which means the Grimtotems who destroyed the Shady Rest are still at large.

To the south, in the heart of the Quagmire, lives the witch Tabetha. Though she is a human, she has dealt honorably with us and trained some of our mages.

Ask her for assistance in tracking down the band of Grimtotem responsible for burning the inn. The Alliance must not be allowed to think we were complicit in the attack.
