The fragments are only on charred ground and very small. There is a circle of burnt earth next to the dragon Alysra where I collected all 8 (northeast of the "Circle of Cinders" text on the map)

I have found the 8 fragments around The Circle of Cinders. Coords: 45.27.
They are very small and look like small white bones on the ground.
Zoom in and circle this area.

The fragments can be confusing, and for good reason!

There's a lot being said in general chat (all of which I haven't taken a part of) where people complain about this quest but I don't blame people who do so because, they're WAY too small, but there is a trick to finding them.

The Staff fragments look identical to small bone like objects, scan carefully for bones on the ground around the location where elementals are spawning and you'll find one. With a feeding frenzy of questers this point in time it is going to be quite difficult to find many so the best thing to do is just camp the location of the one and wait for it to respawn eight times. This may sound tedious but is faster than hunting for them, unless you're lucky or there aren't many people around.

Head down to 44,27. and look carefully around 'Circle of cinders'. Very small bones.

End of the Supply Line and Harrying the Hunters can be done by both factions, but "The Voice of..." followup requrement is different.
Goldrinn's Ferocity and Howling Mad allows other players to share you quests next on line, but Lycanthoth the Corruptor {H} will let you be in same phase as npc.
Into the Maw!{A2 ;H ;H2}. There are 2Alliance and 2Horde variants, for each faction one from wolf spirit and one backup from main quest guy in Shrine of Goldrinn.
Whole Firelands Forgeworks(8) chain doesn't have any pre-quests. You can get first time to Hyjal and ask warlock to summon you there and do the quests. However Lightning in a Bottle {H} is needed to use the standart teleport.

found a lot of them near fire like areas. just look for the elementals.

I started originally at the circle of cinders and kept circling looking for more. When I saw here that 44,27 was a good spot I realized that these can be picked up at any of the charred areas. So yea don't be like me and think you are missing some when you can just go to the next spot and finish up.

As Vorbis has posted, there is a small patch of burnt earth just to the Northeast that is populated by fewer mobs that is much more pleasant to gather the staff pieces at!

Obtain 8 Bone Staff Fragments.

	Charred Staff Fragment (8)

Description

A powerful artifact known as the Flameseer's Staff was lost during the initial onslaught by the enemy forces. It was an ancient bone staff that granted its wielder power over the elements of fire.

Its fragments litter the area around us. Find them and bring them to Malfurion. Perhaps the artifact's power will still be of use.
