To get to him just go down the ramps and keep going down but not to the instances.

When you start to go down just take the ramp to the right instead o the left. (left being the one to the instances)

then just run back until you find him. He is not in any rooms

This didn't drop for me as I was completing Kill the Cultists, but later I noticed the yellow exclamation marker on my map saying the quest was available. I couldn't find a questgiver, but per the other comments, it dropped quickly enough after farming a few more Anub'ar Cultist.
