Contrary to what the item page says, this is a 100% droprate.

Only 1 drops per mob, so only 1 person can recieve it. If you have 3 people you must farm 30 mobs.

These, of course, are dropped by the mobs along the Path of Conquest, so you're still in the same area as the previous quests in this chain.

Easiest (with flying mount) place to begin your attack into their numbers is at, or around, 54, 69.

It may seem a bit counter-intuitive, but these items drop from the blood elves that you just killed for the previous quest. Just kill them again. And yes, these tabards do have a 100% droprate so you can just AOE down two groups, and you'll be golden.

For anyone who has stepped away from this zone for a while and can't find the turn in at the location marked on your map, use the flare gun in your inventory.

Collect 10 Illidari Tabards.

Description

The wind riders must return to Shadowmoon Village to prepare for the next phase of our assault. What I need from you now are the tabards that these blood elves wear.

When you have collected enough tabards, call for a wind rider using the Kor'kron flare gun. Prepare yourself for a bit of espionage, <race>!
