He can be found at Shrine of seven stars. When you have entered the city you can open your map and look for the place called The star's bazaar, He stands in the northwest corner of that section on the ground floor.

He is selling blacksmithing recipes. To buy these recipes you must obtain Mote of Harmony x10. Then you turn them into Spirit of Harmony which is used as currency for the recipes. Each recipe costs 1 Spirit of Harmony and as of now every recipe only costs one.

Mote of Harmony have a chance to drop from every mob in Pandaria and they are binds on picked up so there is no idea on trying to farm them and sell on AH.

Has recipes for tank, heals, and pvp gear. No pve dps gear.

This site's map is blacked out, so the easiest thing to do is describe what to look for and where to go:
1) When you enter the vale, head to the Southeast corner of the Vale to the Shrine of Seven Stars.
2) Head up the curving staircase on the right side (as you face the Shrine from ground level).
3) When you get to the top of the stairs, the FP is to your left, on that terrace area, so collect that.
4) The Shrine is to your right as you reach the top of the stairs. Enter the Shrine.
5) As you enter the Shrine and are facing the rear of the Shrine, go to the left side and into that room (left, front corner of the Shrine as you face the rear of the Shrine) - you are now in the Star's Bazaar.
6) Hang an immediate right & head to the back of the room and Cullen will be on your right working at the anvil.

This guy doesn't have any recipes for me. Do you have to be a blacksmith to have him offer them (he just has the basic stuff like coal, etc.)? Was hoping to buy for friend. Guess they wanted to prevent that?

i cant seem to see any dps gear here it is either tanking or pvp gear :(

Recipes that require 7 Ghost forged Iron Bars provide 3 skill ups each time, all the way to 600.
Recipes that require 12 Ghost forged Iron Bars provide 5 skill ups each time, all the way to 600.

With 5.2 going live soon, this NPC will teach various "Training Project" recipes such as Training Project: Ghost Iron Wok which will help you to level up blacksmithing all the way from 1-500 without having to farm Classic/TBC/Wotlk ores as you will only be using Ghost Iron Bar. Altough it will most likely be the easiest way to level up blacksmithing, it's very unefficent (Training Project: Ghost Iron Saw costs 30x Ghost Iron Bar for 3 skillpoints).

Please note that you have to be at least level 85 to learn these recipes!

He will also give you the quest So You Want to Be a Blacksmith.... You complete this quest by crafting Ghostly Skeleton Key and giving it to him.

The horde equivalent is Jorunga Stonehoof.

this vendor also sells fast ways of leveling BS only using ghost iron ore, but i would not recommend it. it averages about 10 bars per skill point, so 1 stack of ore per skill. at 500-550 it is pretty easy, only takes about 2 stacks of bars. so the other 550 each takes a stack of ore.
so 550X20=11000
+50ish for 500-550
so a grand total of about 11050 ghost iron ore to level BS from 1-600, or 552.5 stacks of ore which on my realm is going for 100g a stack. adding up to a grand total of 55,250 gold.

although i don't think most people would buy all the ore off the AH and prices vary, using this method of leveling BS will probably cost you a good 15,000-30,000 gold.

my tip? keep the original BS recipes in mind, some times there are very easy ones much cheaper than using ghost iron ore.

with the right balance of using ghost iron ore and original BS recpes, i would say you could probably level BS for about 2,500-5,000 gold while leveling mining at the same time.

Note that this NPC, and the 2 other repair NPCs near him has no faction, so you will always pay full price for repairs.

Doesn't train the "old" recipes, just the new Ghost Iron ones.
