These are the Ethereum Prisons that require Ethereum Statis Chamber Key to open.
Inside these are large monsters that used to be elite but have since been nerfed so that any lvl 70 can solo.
While the monster that spawns will be random, all the loot in the "drops" tab here tell you what you might get when you defeat one.

Ethereum Stasis Chamber Keys require 5 Ethereum Prison Keys and can be obtained through the repeatable quest Purging the Chambers of Bash'ir offered by the Image of Commander Ameer in Blade's Edge Mountains in Outland.

This NPC represents the five possible baddies released from an Ethereum Stasis Chamber when you open it with an Ethereum Stasis Chamber Key or Bash'ir's Skeleton Key. What's odd is that no matter whom you get, from your perspective they all have this NPC ID number, so the Drops and Abilities tabs above are amalgamations. There are plenty of cases in the game where an NPC can have multiple possible appearances, but these guys all have different names, abilities, and drops, so behind the scenes they are most likely different NPCs:
Gorgolon the All-Seeing drops Mistshroud Shoulders
King Dorfbruiser drops Slatesteel Shoulders
Matron Li-sahar drops Windchanneller's Mantle
Solus the Eternal drops Skystalker's Shoulders
Trelopades drops Demonic Bulwark
Any of them can drop a Mark of the Nexus-King.

For those looking to obtain one of the items for a transmog set, treat this as a reputation grind! The quest and other information mentioned below are all accurate, but there is a detail omitted:

In order to do the repeatable quest, you must do prerequisite quests that are only available at Revered with the Consortium.

To save frustration and headache, go to the Consortium Faction page and follow the steps to get to revered, then look up the quests needed to unlock the repeatable. Especially make sure to do the quests offered in Nagrand that disappear at Friendly (you can only do them while Neutral) to give you a bit of an edge.

Indeed, as galkaia said, the comments there were extremely helpful.
I personally didn't do many of the quests in Nagrand (though I did this on an old char, so there's a possibility I had completed a few back then) but in northeast Netherstorm. Those are the ones you have to do in order to unlock the BEM repeatable, anyway. I went to BEM after hitting revered but I had to go back to Netherstorm to resume the quest line to finally be able to see the quest mark above the image of the commander in Blade's Edge Mts; just being Revered won't be enough.

In practice it's quite easy (nowadays), btw. Just time-consuming, as almost everything in this game :s
