He is indeed a boss, at least in a 5 man sense -- in order to summon him, you need to first kill the Stratholme Courier (http://www.wowhead.com/?npc=11082), and then use the keys he drops to open various mailboxes throughout the instance. Each time you open a mailbox, elite mobs will spawn; once you open your third mailbox, Postmaster Malown will spawn. Due to such a tedious process to summon him, he is by far one of the less killed bosses in the instance.

Even though Stratholme is now in two parts, with an impassable gate separating the Main Gate area from the Service Entrance area, it still counts as one instance if you enter without using the dungeon finder.

You can open any combination of three mailboxes on either side of the instance to spawn Postmaster Malown, as long as you run between the entrances before the whole dungeon resets.

A note to those who wish to fight this boss using the Random Dungeon Finder:

Stratholme, now in two parts (Main Gate and Service Gate), is divided by an impassable gate between Festival Lane and Elder's Square. This gate makes it impossible to reach the Elder's Square Mailbox from the Main Gate side, so if one of your three keys happens to be for that, you're out of luck.

Otherwise, for either solo or server runs, you can simply leave the instance and enter through he service gate to reach it.

You do not have to use the exact same keys that the Stratholme Courier is dropping, which means that if you have some old keys on your keyring that you have gained in the past, you can choose whatever three mailboxes that fits you, Postmaster Malown will spawn regardless.

A few things I found that may be of use to some people:

If you are using the dungeon finder, you may end up getting Elders' Square Postbox Key. Unfortunately, you cannot use this key on the Crusader's Square side. As the Stratholme Courier only drops 3 keys, this ought to mean you're out of luck, as a previous poster mentioned.

I recently ran through the Crusader's square side on a level 85 to farm the piccolo. It took me three runs to get the trinket, but over those runs, I did the postboxes each time. All three times I received Elders' Square Postbox Key and two others. However, I was able to open the Festival Lane postbox without having the Festival Lane Postbox Key.
I also went in a fourth time, out of curiosity. I ran directly to the Festival Lane postbox and sure enough I could open it without getting other keys from the courier. I then got keys from the courier and was still able to spawn Malown after opening two more boxes.

So, it seems that you can always open the festival lane box, whether you have the key or not ( I looked at my keyring before opening any boxes, I didn't have the key on my ring.)

This means, that with no keys from prior runs, the only way that your group cannot spawn Malown is if you get both Elders' Square Postbox Key and Festival Lane Postbox Key to drop from Stratholme Courier in a single run.

On a side note, you don't need to kill the postmen that show up at the first two postboxes you open for Malown to spawn at the third.

Postmaster Malown does still spawn.
No keys are necessary for the mailboxes, or the gates.
You must open all 3 mailboxes.
You can open the mailboxes in any order.

Farming toon: iLevel 371 Mage
Each run takes about 8 minutes; could be done faster if not towing a level 43 toon.

And to make this post informative and not just a bad joke :P For shoulders, I'm considering going with Nightsky Mantle. If you don't mind the sleeve being recolored, Gordok's Handwraps are a nice glove option, and one I might go with myself.

I like the Nightsky Mantle because it's a minimalist style that accents the set without drawing too much attention to itself, but I'm also strongly considering Shoulderwraps of the Enthralled to give it a personalized "Magely" touch: anything but the hideous "generic cloth shoulders" my mage is stuck with until 85 :P

Postmaster Malown is the sole source for The Postmaster set. It's easy enough to farm with a 90 Ret Pally. I entered the maingate of Strat, rounded up all the mobs, opened both mailboxes in the main square, and burned the crowd down. After a quick aoe looting, I opened the east portcullis, rounded up all the mobs to the 3rd mailbox, and pwned Malown. after 9 runs my wife's Draenei mage had the full set as well as Skul's Ghastly Touch from Skul AND we each had Piccolo of the Flaming Fire from Hearthsinger Forresten. Definitely worth the time to gear out level 48 mage, not to mention it looks great with her Admiral's Hat!

Currently, Postmaster Malown is unaffected by the usual legacy loot rules introduced in BFA, meaning he will only ever drop one item. I've reported this as a bug, but for the time being - should you want the full postmaster set and/or his unique two-handed mace, you may need to farm more than usual

I do belive the outfit page for Malown is missing a few items.

Of course he is wearing:
The Postmaster's Treads
The Postmaster's Tunic

He also appears to be wearing Tome of Arcane Domination or any of the other books with the same model.

He does however use the book as a mainhand weapon which means the bookmark is facing outwards, unlike the off-hand items where it is facing inwards.

Although unseen in the Adventure Guide, Postmaster Malown still spawn's in the game as of Dragonflight, and drops most pieces of The Postmaster transmog set, plus The Postmaster's Seal & Malown's Slam. Underneath will be two lists containing each individual transmog item that he drops, and will be split based on an items exclusivity to this boss. Additionally there will be a brief guide on spawning him.

Exclusive Drops:
The Postmaster's Band
The Postmaster's Tunic (different sleeve design to Whispering Tunic)
The Postmaster's Treads (Snowblind Shoes are only obtainable during WoW anniversary)
Malown's Slam

Non-Exclusive Drops:
The Postmaster's Trousers, Empowered Leggings drop from Chromaggus in Blackwing Lair

How to Summon:
To summon, you need to open any 3/6 mailboxes in Stratholme (used to require specific keys, but not anymore), 5/6 of these mailboxes are located in the Stratholme: Crusader's Square part of the instance, so that is where you should start. Once inside the instance, walk down King's Square and go left at the intersection. Once you have taken the left turn, on your right should be the first mailbox a bit further from the turn, clicking on the mailbox will spawn some Undead Postman, kill them. The next mailbox will be on your left from the first mailbox, tucked away behind the fountain. The closest mailbox from here is the one in Market Row, however you need to go through the rat gate which wastes time (however if you're playing something akin to a speed druid, you should be able to make it through with speed cd's before the gate closes), so instead you can head to the mailbox in Festival Lane which sits opposite of the gate to Stratholme: The Gauntlet. Once the third mailbox has been clicked on, Postmaster Malown will spawn and hopefully you get the drop(s) you want! I hope this guide was helpful :)
