Probably, because like the dwarven stout, they're more considered human drinks. The horde recieved with cataclysm a bunch of new alcoholic beverages such as the mulgore firewater.

Which would be perfectly fine and all... if it wasn't for several cooking recipes requiring these "human" drinks. Alliance players can just run around Stormwind and find half a dozen places to buy them. Horde have to go half a continent away.

You can also get both the Jug of Bourbon and the Skin of Dwarven Stout, (to make the Darkbrew Lager) from
Vinemaster Alamaro in Shattrath.City....He's behind the Seer's Library, just run through the back door, and he's to the left a bit. Just a thought. :) hope it helps if you don't feel like going all the way to Badlands etc.
Edit: I just noticed, you can also take the red carpet to the left of the skryer's tower and it will also lead you straight to him. :P

Kylene. Just go to Shattrath City and ask a NPC for directions to "World's End Tavern". But she is not the barkeeper and changes locations inside. The tavern is found in Lower City District.

you can buy both items for cooking darkbrew lager at the pig and whistle tavern in old town in stormwind just talk to a barmaid

guy you can go to thousand needles , there is a bar in there that sells both items needed to make this , i hope this help you guys. The bar has gnomes and goblins inside.

As of patch 5.3 this item has been renamed from Jug of Bourbon to Jug of Badlands Bourbon.

As of today the bar by the Ironforge Entrance sells both brews needed to make this but it doesn't count for cataclysm recipes made for guild achievement
