As it has been said time and time again...the fastest way to level up is to do a dungeon once the first time it is available to do the quests in it, then quest your butt off. I would recommend dual speccing into retribution for when you are questing as it will allow you to kill things faster.

Well, it rather depends on your level of familiarity with the game. Veterans can level much faster than new players simply because they already know the quests, the zones, what to avoid, the best way to get to X, which quest lines are worthwhile doing, etc. If you are a new player I don't recommend rushing since there is nothing quite like your first time and I feel quest text ought to be read.
But, to level faster definitely spec into Ret. DPS specs simply plow through mobs faster, and the faster things die, the faster you get your quests done and move on. Also, if you have access to a cook, a scribe and an alchemist, stock up on buff food, scrolls and potions to increase your strength and make you kill things even faster. Move on to the next zone as soon as you are level appropriate as the quests will give even more xp.
Only run each dungeon once. You run dungeons while you level for the dungeon quests. They reward some nice gear and excellent xp. Subsequent runs just don't award as much xp as questing does and take up more time.
Also remember you're in Outland. The questing is time consuming because there is an awful lot of 'back and forth' and 'collect 10 quillboar livers'. Questing flow improves in Northrend and onwards.
A few other tips are, open any chest you find, and kill any rare you find. The xp is rather nice. Log out only in Inns. Squirrel away any rested xp you can. Learn your new travel skills. Faster flying = faster questing. The rest is just time management, don't waste time with side activities (holidays, fishing, crafting, Darkmoon Faire, pet battles etc) if you are rushing to cap.
