I feel like these are all good approaches to mixing up the game, but ultimately this sort of just turns into the same situation we have now where the game isn't for everyone. The people that do enjoy WoW right now might not be into a game with these features in it.
I would personally like to see random PvP battlegrounds do something like challenge mode where everyone's gear is basically preset for the instance, but maybe still have the specialized ones where you can use your "better" gear that you earned so that you feel like you earned something.
As far as PvE, when you can get the gear to become "more OP" it is fun in an instant-gratification sense, but if you can just buy a legendary helmet that makes it that much easier to beat raid bosses and solo old content, after you do that stuff, what now? By keeping up a challenge, even after getting better gear, we can keep playing the game and returning to the endgame content. This just seems a little backwards, because basically this would mean bosses are most challenging, and therefor most rewarding to overcome before you get the best gear, and then pointless after you get that "reward". If you beat the game, why bother playing anymore? It's supposed to be something where you log in regularly to play with your friends again and again.
I think a step in the right direction was the new talent and glyph system. Not all the tiers work out, but there are many where you just choose based on what you want your character to do. So, if you want your monk to use this move other monks don't have, you equip this talent/glyph and now can prove your worth in certain situations that other monks lag behind in. Now, your warlock gets pets other warlocks may not have, and your hunter has the ability to throw down a net when you escape while other hunters favor mobility of themselves over CC of enemies. If we see stuff like more glyphs and more balance on talents, I think we can still get that feeling of being a special little snowflake in a big world as we transmog rare armor and customize our own rotation.
I think it's ultimately the fault of any class-based system where something like a mage will always be like a mage. You can be better at fire or ice, but you're still ranged DPS. It's just about tweaking your mobility or damage style that can really be tweaked.

I don't agree with your ideas.
Things like that would make the game way too complicated and if you can't tell by now, Blizzard have been changing WoW to a lot simpler and newbie-friendly game these past years.
Also another reason why not to implement such additions would be because balancing all of that would be
hell
.

oops sorry i forgot to mention, legendary items should probably be not allowed in pve instances, and most gear from pve instances would be epics
Wait, so you're saying that after spending time getting a legendary that they are then not allowed to use it when they PvE? That makes no sense at all.
As for "who ever has better gear will win" idea, it doesn't always work. Skill had as much to so with it as anything. More so after people get geared up.

The only problem I have with this is those people that reforge for different things. I don't know anything about what happened with stats in Mists aside from the PvP power thing, but if it didnt change much from cata then there are some people that rather have crit, haste or mastery.
But having people with equal gear is something they can expand on. Like what they did with dungeon challenge, they adjust their item level for certain goals.
Hopefully I'm not that misinformed about the game at this point.

Back in vanilla raid gear and pvp gear were REALLY powerful compared to what you could get from regular questing and running 5 man dungeons. A lvl 60 warlock decked out in raid gear would be almost twice as powerful as my lvl 60 lock that did only 5 man content. We're talking double health, double mana pool, double the spell power, a HUGE difference. Same went for pvp gear, someone with a pvp rang had gear that made him much more powerful than those more casual. Gear was important and skill not so much. Um...think you have to go back and look again; Raid gear just murdered everyone in Vanilla PVP. Even people decked out in High Warlord ran like hell if someone was in full T2. The Vanilla PVP sets were equal to about Tier 1.

True (T1+T2):2=PvP gear. With Naxx gear you were so called Impossible to kill. But PvP gear was little easier to get then late raid gears like AQ40 and Naxx (expect some Naxx gear which droped from easy bosses). Only thing which made PvP gear lasten good as T2 was set bonuses. Back then number 1 stat was Stamina which PvP gear gave shiiiit loads.
Well easier on in that with the good PVP gear you were doing endless PVP anyways...kind of like raiding anyways lol.

Yeah but you musted to work as a team in raids when you could just solo in PvP.
If you wanted the highest ranking gear out of Vanilla PVP, you need to have a solid PVP group as well.
