Scarlet Halls is a part of new Scarlet Monastery. There are two parts: Scarlet Cathedral (revamped SM: Graveyard and Cathedral) and Scarlet Halls, which contains revamped and merged Armory and Library.

There is a room in the Scarlet Halls named The Room of Hidden Secrets.
Only 4 chairs in the room that can be interacted with so my guess would be that 4 party members sit in them and a chest appears or something.
Maybe in heroic mode a boss takes residence in that room.
Would love to see what it's about in MoP.

Edit: Thanks DorianFyre for confirming that sitting in all four chairs does nothing.

When you get to Houndmaster Braun , whatever you do, don't try to clear the giant pile of guards to his left. Even though they were only 30 and 31 elites, they one shot me on my 85. Kill Braun, and they will go away.

Go to Scarlet Monastery, up stairs, through the Hall, all the way to the right side. Right across the hall from the other Scarlet Monastery instance

This book is a "drop" in the last room, after you kill the boss (Koeglar). It's located to the right, as you enter the door, on a 3rd shelf.

About the Room of Hidden Secrets-

I (a lvl 90 rogue) went in with another player. I saw sparklies on the floor, so I used Detection. Two marmots called "Sekrit" and "Sekret" appear, run around for a bit, then disappear. Get it? Hidden SECRETS? Ha, ha ha.

I'm quite interested that most if not all the Not so undead characters seem to have a European accent, and a Russian like feel to the area. You can clearly hear the tone from Brother Korloff (who is based off of Ivon, from Rocky who was also Russian) as well as Commander Durand, and Houndmaster Braun, Harlan is kinda but seems to have a average large voiced guy,while
Flameweaver Koegler has a thick accent.

I'm quite happy to hear that the game brings something from that area to the game, and seems to settle in nicely in the Instance's. Most of the two Instance's have been cut down a little, with only a chunk of the Twisting armor segment still intact, the Hall area seems to be mostly there but somethings might of been slightly shortened to merge with the Armory.
For a remake i'm quite impressed, (still wished it was merged into one huge instance but for four instances put into two I'll settle with that).

You can queue this dungeon as specific dungeon lvl 26-36.

In the specific dungeon finder, this dungeon is orange difficulty lvl 26-27, yellow difficulty lvl 28-32 and green difficulty lvl 33-36.

You can queue this dungeon as random dungeon lvl 28-31.

You have to be lvl 26 to obtain the quests.

Heroic

You can enter this dungeon on foot at lvl 90.

You can queue this dungeon as specific dungeon lvl 90.

In the specific dungeon finder, this dungeon is yellow difficulty lvl 90.

You can queue this dungeon as random dungeon lvl 90.

You have to be lvl 90 to obtain the quests.

I'm finding about a third of the time the hounds aren't clearing the shield bearers after houndmaster since the patch.7.3.5

Do not pick up the Sparkling targets and then kill the archers before the shield falls off, or pick it up after you killed the archers, you can't take the buff off unless you die or walk out.

Ran this on my Vulpera Rogue. The Last boss, Flameweaver Koegler has a table with chairs. The chairs are labelled 'Fine Chair' and you can sit on them.

Well, while waiting for my group to re queue for a dungeon I went and sat on one. My head was inside the table, no problemo until..I stood up and got stuck!

I jumped and turned and moved everywhere, still stuck. I guess hearthing would work but then the LFD popped.

TL:DR Don't sit in the Fine Chair if you are a gnome or vulpera.

Houndmaster Braun – The quickest and surest way to detect the undead is by the scent of rot they carry, and even the most veteran soldier cannot match the olfactory sense of a hound. Houndmaster Braun has bred and trained a savage pack of canines to aid the crusaders in hunting down their foes--living and undead.
Armsmaster Harlan – The weapons of the Scarlet Crusade are many, and new initiates must be indoctrinated in the use of blade, hammer, arrow, and shield--effective tools against the undead. Armsmaster Harlan has dedicated his life to the art of wielding these indelicate instruments, and he is pleased to provide a demonstration for the Crusade's blasphemous enemies.
