In order to complete this quest:

Kill Ga'trul in the room at the top of the keep
Read the book Ga'trul's Logs on the altar next to where he is slain (if you don't read this, you can't hand in the quest!)
Hand this in to Rell Nightwind who spawns just inside the doors of the room you're in

After Ga'trul dies-

Rell Nighwind says: King's mercy - what happened here? What WAS that thing?
Taran Zhu says: Your foe was overwhelmed by a dark energy we call the "Sha." It thrives on negative emotions, such as doubt.
Taran Zhu says: It has been many years since I have seen it manifest so dramatically.
Rell Nighwind says: I am not surprised. The Horde are monsters!
Rell Nighwind says: We are here on a peaceful rescue mission - will you help us?
Taran Zhu says: I have seen your Sky-fortress. Your people have an interesting notion of "peace."
Rell Nighwind says: Left to their own devices, the Horde will overwhelm your land. Will you not help us fight them?
Taran Zhu says: We are not afraid to fight. Our warriors, while few in numer, are extremely skilled.
Taran Zhu says: But we will not participate in this... genocidal... bloodbath of yours.
Taran Zhu says: Your conflict will have immense consequences here. Do NOT bring your war to these shores!

The trick to this one is to click on the portals ASAP after Ga'trul does. This will send you flying across the room right after him and you won't get hit by all of the spells that he starts casting.

It is no longer necessary to read the book Ga'trul's Logs in order to complete the quest. You only need to kill Ga'trul.

After Ga'trul dies, the area is phased until you complete the turn-in to Rell so you don't need to worry about Ga'trul respawning on you.

The NPC quest giver is not at the coordinates given above: 43.6, 90.6. Rather, he's just outside the room where you fight to the south of 41.4, 79.6.

This quest becomes available once you complete the four quests Twinspire Keep, Unfair Trade, Fractured Forces, and Smoke Before Fire.

This quest chain provides an easy way to complete the achievement for Going Down?. Once you slay him, you will get orders to go back to Paw'don Village. Take the plane that they provide to get there. You will be shot out of the sky, and land with a parachute with the achievement completed.

After I killed Ga'trul, the quest completion "?" did not appear over Rell. I simply logged out and then back in and all was fine...was able to do the turn-in.

Might be worth noting that when he transforms and stuns you, the stun effect is actually a buff and can simply be clicked off.

As a rogue, if you use vanish just after Ga'trul transforms, he may stand in place and evade all of your attacks, thus making him unkillable. This can be resolved by waiting for a few minutes, after which he will eventually disappear and respawn.

I didn't get reward items from this quest unlocked in the Appearances tab. I noticed a few other quest rewards from Jade forest quests not getting unlocked (quests The right tool for the job, Kung Din, Acid rain).

I opened a ticked and received a response including the item itself but this did not fix the issue.

Description

Alright <lad/lass>. We've taken enough jabs at this warlock army... now it's time to cut off the head.

Ga'trul's back there, in that big ol' temple ruin. Give him a good what-for, and the Horde will have lost its last stake here in Pandaria.
