Oddly, I am dual boxing. One character got this quest and the other did not... not sure yet what the trigger is as I have only just arrived in Deep and the quest giver is in the first room where you land O.o

It's either 1 of 2 prerequisites; can't tell because they both happened around the same time:
1. After completing Into the Stonecore or
2. Upon hitting 83.

This may be obvious, but if you want to do this quest, pick it up before completing the pillar fragments or she will be phased out.

As stated above, you have to be 83 (see "requires level" up top), not 82 and to add you can't have accepted either of the quests given by the gnomes either. I saw the "!" on my map but flew to repair first grabed the two quests and she no longer offered it. For completeness I dropped the two quests and the "!" came back.

Also, the Into the Stonecore doesn't matter as I have it in my log at the moment.

I'm 85, it doesn't show available for me, but I've not yet accepted/done the next quest of the series, The Twilight Plot, so something else that you've done makes it not show up.

IMPORTANT INFO:

If you complete Meetup with the Caravan/Meetup with the Caravan and DO NOT take Easy Money you would be still able to take Hero's Call: Uldum!/Warchief's Command: Uldum!. However I havn't tested it the other way around. A pretty unusual behavior of breadcumb quests, wish all quests were like those :<

For those wondering, the quest turn in is in the base, next to the engineer supply/repair NPC and the mailbox at coords 47.3, 51.4 for Alliance.
