The Eye of Dominion, as well as Eidolon Watchers, is found right beside the questgiver, at Shadow Vault (44,25).

After completing this quest you get 3 followup quests, all done by controling a watcher and using his abilities at a nearby quarry. Quick rep and exp.

The quest didnt show until after i had finished the quest Tirion's Gambit, which is the last quest of a long questline starting with Exploiting an Opening. If that is of any help i don't know.

Showed up for me after Futility (http://www.wowhead.com/?quest=13348) and/or Before the Gate of Horror (http://www.wowhead.com/?quest=13329). I haven't done Tirion's Gambit.

Quest is available when you become eligible for Tirion's Gambit, it seems. You don't have to have completed it.

I have not completed Tirion's Gambit or Futility and I have this quest, so it is linked to another quest. The problem is it becomes available at the Shadow Vault so it is hard to tell exactly what quest opens it, but I am almost certain it only becomes available after completing part of the Exploiting an Opening line. After going under Icecrown Citadel and killing the hulking horrors and then getting 3 Faceless One's Blood, you are sent back to the Skybreaker (Alliance) or Orgrims Hammer (Horde), and then the quest is available at the Shadow Vault. My best guess is Return to the Service unlocks this quest.

I don't know how to link quests in the text, sorry.

For an updated comment for those doing this in WoD. As soon as you pick up the quest from Keritose Bloodblade turn behind you and you see 3 Eye of Domination. Click one and Seize control of an Eidolon Watcher. Then as the Watcher turn in the quest.

Keritose Bloodblade at the Shadow Vault wants you to use an Eye of Dominion to take control of a captured Eidolon Watcher.

Description

Look what we have here... eyes of dominion. The Cult normally goes to great lengths to keep these things safe, but I suppose their options for retreat are few when we're slaughtering them in their own home.

The eyes allow a being of any relative power to control an undead minion's actions precisely. As you can imagine, this can be extremely useful when it comes to your typical clumsy ghoul or skeleton.

Care to try your hand at it? Use one of the eyes to control a captured shade.
