Questions & Answers
Q: What is the best build? for PVP or PVE?
A: There is no "one size fits all" build for warriors. For PVP, the de facto build is based on the Arms talent tree. For dealing damage against creatures (PVE), the highest damaging build resides within the Fury tree. While any warrior can tank normal dungeons (5-man content), a special Protection-based build is sometimes required, specifically at max level.
Q: What weapon types should be used ...?
A: Arms-based builds use two-handed weapons exclusively. Fury is primarily optimized for dual wielding, the use of two one-handed weapons, but can be used in conjunction with Arms for special two-handed Slam builds. Protection-based builds use one-handed weapons & shields.
Q: What is the best leveling build?
A: There are two extremely common ways to level as a warrior: Arms & Fury. Arms facilitates the use of a two-handed weapon, with the goal of obtaining Mortal Strike at level 40. Fury builds revolve around obtaining Dual Wield Specialization & Bloodthirst by 40.
However, there are two exceptions. The first of which objectifies Improved Slam, using a two-handed weapon. This technique is outlined by Archangel in his leveling guide,
Charge to 70
. The second exception is by leveling as Protection, an arduous task as there is little to nigh damaging gains before level 40.
Q: Is there a good build for both PVP & PVE?
A: Unfortunately, there are no builds that excel at both PVP & PVE. This is due largely to the division of our talent trees. Arms is for PVP, Fury is for PVE, and Protection is for tanking. This is a simplified explanation & there are some exceptions, covered in section C01.
Q: If I change ... talent, will it break the build?
A: As long as all key talents are taken, most builds will not break. There are
optional
or
filler
talents in each tree. These talents can be interchanged to suit one's needs or play style.
An excellent example of these two optionals are Blood Frenzy & Second Wind. While a PVE Arms warrior usually takes Blood Frenzy, a PVP Arms warrior usually needs Second Wind instead. Other examples of interchangable optionals include: Imp. Bloodrage, Imp. Revenge, Imp. Taunt, & Imp. Shield Bash to name a few.
Q: What are diminishing returns?
A: The rule of diminishing returns states that the first time an ability or effect is used it will last for its full duration. However, second instances will suffer from 50% decreased duration, third will suffer 75% decreased duration, & upon the fourth will fail (be immune).

Q: Why use only 2 points for Imp. Demoralizing Shout?
A: Due to the way attack power works in The Burning Crusade, only two ranks of this talent are effective on bosses. However, all 5 ranks are applied to normal creatures. Furthermore, placing
Curse of Recklessness
on a boss will allow use of all 5 ranks.

Most builds are derived from the same basic templates. Below are some of the most commonly used templates. Each build should be customized depending on its purpose & the style of a player. For an explanation of talents, skip to section D00.
Note
: Dual wielding Fury builds generally lack burst damage and as this is the crux of PVP combat, they often fail to kill other players quickly. There is no common Fury build for PVP.
PVP
Mortal Strike & Flurry - 33/28/0

Flurry & Enrage enhance damage of primary ability Mortal Strike. Contains Second Wind, Sweeping Strikes, & Weapon Mastery. Makes use of Improved Slam.
Pros: Has great damage potential. Enrage hurts critical heavy opponents. Flurry can give additional burst damage.
Cons: Lacks Tactical Mastery. Flurry not guaranteed, only 3/5 points possible.
Options: Imp. Slam, Imp. Execute, Piercing Howl.
Mortal Strike & Tactical Mastery - 35/23/3

Solid Arms build, supported by Fury. Contains Second Wind, Sweeping Strikes, & Tactical Mastery. Craves attack power & critical strike rating.

Cons: Removes Flurry in favor of utility.
Options: Booming Voice, Imp. Demoralizing Shout, Blood Craze, Piercing Howl, Weapon Mastery, Imp. Slam, Imp. Hamstring 2/3 or 3/3.
PVE
Dual Wield Fury (Rampage) - 17/44/0

Highest sustained damage build possible. Depens on hit rating & attack power. Contains Imp. Berserker Stance, Precision, Weapon Mastery, & Rampage. Does not use Slam.
Pros: Bloodthirst works primarily on attack power. Constant damage & rage generation. Flurry provides increased damage output, along with Weapon Mastery & Precision (47 hit rating for 3 points). Interactive & good change of pace from Arms builds.
Cons: Lacks on-demand burst damage; poor for PVP. Heavy item competition from rogues, hunters, & shaman.
Options: Imp. Demoralizing Shout (utility), Imp. Execute (personal DPS).
Mortal Strike & Imp. Slam - 33/28/0

Typical Slam build for PVE Arms. Increased utility & buffs: Commanding Presence, Blood Frenzy, & Imp. Thunderclap; Imp. Demoralizing Shout (good option). Technical style of play, requires use of swing timer mod. Can be modified slightly for PVP (Battlegrounds).
Pros: Excellent PVE Arms damage. Provides unique, interactive play style. Utility for raids.
Cons: Technical play style, requires good gear, & an Add-on (weapon swing timer). Requires practice for proper execution, or performs poorly. Can suffer from rage starvation (Windfury Totem necessary). Performs poorly on mobile fights.
All-Around/Efficiency (Protection) - 12/5/44

Flexible, all-around build for entry-level raiding & 5-man content. Includes offensive, threat generating talents & some defensive utility. Imp. Heroic Strike & Focused Rage offer substantial threat gain.
Pros: Excellent rage generation, great for learning rage management or threat rotations for new 70s. Includes all necessary functions for Protection. Excels at 5-man content, or low-rage scenarios. Good, standard build.
Cons: Neglects Imp. Defensive Stance for Anger Management.
Options: Imp. Bloodrage, Imp. Taunt, Imp. Shield Bash, Imp. Shield Wall. Deduct one point from Imp. Heroic Strike & any of the former for Imp. Demoralizing Shout 2/5.
Survival or Mitigation (Protection) - 8/7/46

Most damage reduction available. Excellent for raiding, providing utility for tanks in small raids. Includes Imp. Demoralizing Shout 2/5, Imp. Thunderclap, Imp. Defensive Stance, & Imp. Shield Wall.
Pros: Affords damage reduction, with utility for small raids (1-2 tanks). Neglects few threat increasing talents.
Cons: Lacks threat generation from talents such as Imp. Heroic Strike. For players experienced enough to manage rage in all situations, without hesitation.
Options: Not many.

Variations & Exceptions
Talent builds can generally be changed to suit a particular play style. While there are dozens of hundreds of combinations, not all builds are practical. Still, there are builds that sometimes need a special change or an exception made, in order to work in a given scenario. Here's a few less common builds (mostly experimental or undocumented).
Endless Rage & Imp. Mortal Strike - 42/16/3

Mostly for PVP, Imp. Mortal Strike requires Endless Rage. Includes Tactical Mastery.
Pros: Imp. Hamstring, Second Wind, & full Two-handed Specialization.
Cons: Not tested by many, so most information is conjecture.
Options: Booming Voice, Imp. Demoralizing Shout, Commanding Presence, Blood Craze, Piercing Howl, Blood Frenzy.
Max Damage Shield Slam - 21/5/35

Potent Protection build, suitable for PVP or tanking normal & Heroic 5-man content. Requires extensive Shield Block Value gear (aim for 400+).
Pros: The most flexible PVP & PVE hybrid. Absorbs damage through Shield Block Value while simultaneously providing additional damage.
Cons: Requires a rigid set of Shield Block Value gear to be viable. Suitable for some off tanking, but generally not for encounters requiring high mitigation.
Options: Few, if any.
Fury/Protection Hybrid - 0/44/17

Hybrid build meant for off tanking or normal 5-man content. Excellent part-time tanking build, solid in Fury. Picks up important talents in Protection. Includes Last Stand, Imp. Shield Block, & Defiance.
Pros: Well-rounded for DPS & off tanking. Protection talents instantly boost viability in 5-man content & entry level raids without heavy sacrifices.
Cons: Lacks Impale, Imp. Thunderclap, & Imp. Heroic Strike from Arms tree.
Options: Imp. Demoralizing Shout 2/5 (remove Tactical Mastery or deduct points from Imp. Berserker Stance). Possible to increase threat by deducting a point from Imp. Berserker Stance in favor of Tactical Mastery rank 3.
-Level 60 Builds
While The Burning Crusade is held almost in exclusivity to the World of Warcraft community, there are still players who either do not own the expansion or wish to play level 60 "twinks." Here are a few suitable PVP builds.
Mortal Strike w/ Tactical Mastery - 37/11/3

Solid Arms talents enhance two-hand damage. Maintains flexibility through Tactical Mastery & survival with Piercing Howl.
Pros: Excels at solo or group PVP. Great all-around Arms build for all types of PVP.
Cons: Lacks various talents, mostly due to talent points & trees.
Options: Booming Voice, Unbridled Wrath, Imp. Demoralizing Shout, Blood Frenzy.
Endless Rage & Tactical Mastery - 43/5/3

About: Deep Arms build, focused on Mortal Strike & supported by Endless Rage. Maintains flexible talents, such as Tactical Mastery.
Pros: Tactical Mastery opens excellent opportunities for Overpower, Hamstring, or Intercept. Reduced Intercept leads to versatility.
Cons: Even less options to work with than MS & TM builds (due to less talent points).
Options: Very few.
Rotations, Cycles, & Attack Patterns
Every class has a standard set of abilities which they use often. These abilities can be fit together in a timeline like a jigsaw puzzle. This "attack pattern" is usually referred to as a cycle or rotation. Below are optimal rotations, based on various sources of collected data & theories, for some of the above builds.
Note
: There are no exact rotations for PVP combat.
Dual Wield Fury (17/44/0)
Bloodthirst -> Whirlwind -> anything -> Whirlwind -> Bloodthirst -> anything -> anything -> Bloodthirst -> Whirlwind
-This rotation, credit to Meeks, requires just one point in Imp. Whirlwind. This point sets both Bloodthirst & Whirlwind at about the same points in the timeline. Use the 'anything' slots to use abilities such as Demoralizing Shout or Rampage. If possible, never replace Bloodthirst in a rotation (if one must, replace Whirlwind as it makes up significantly less damage in the long run).
Protection (any with Devastate)
Devastate -> Devastate -> Devastate -> Revenge -> Shield Slam -> Devastate -> Devastate
-The combined threat of Sunder Armor & Devastate itself lead to a very high threat per second combo. Shield Slam & Revenge do significantly more damage after 3x Sunder Armor than without & should be, in controlled situations, used after the initial Devastate spam. Once five applications are up, never pass on Revenge or Shield Slam. Use of Heroic Strike when rage is greater than or equal to 50 is an excellent way to provide burst threat per second by using excess rage.
The highest threat two-button combo remains Shield Slam & Revenge. This should be used when immediate threat is required on demand.
Mortal Strike & Imp. Slam (33/28 & variations)
Auto-attack -> Slam -> Mortal Strike
Auto-attack -> Slam -> Whirlwind
Auto-attack -> Slam -> Mortal Strike
Auto-attack -> Slam (at this point, stop & start over)
-Credit goes to Caesar for this rotation. It is a long rotation, alternating between auto-attacks & MS or WW. The final cycle uses no special & using more than one Slam may be tempting, but it actually lowers DPS by interrupting the timeline (Slam resets the weapon swing timer, remember?).

Excellent guide so far (still reading through it). One small bit of constructive criticism:
Q: What are diminishing returns?
A: The rule of diminishing returns states that the first time an ability or effect is used it will last for its full duration. However, second instances will suffer from 50% decreased duration, third will suffer 75% decreased duration, & upon the fourth will fail (be immune).
You may want to clarify that this refers to Crowd Control. Since this is aimed at beginning warriors who don't necessarily know what "Crowd Control" means, simply saying Stuns, Silences, and Roots may suffice (since our fear, in a solo-environment, will never happen soon enough to hit DR's, and I don't think DR's ever went into the game on Spell Interrupts, did they?)

Sword Specialization
-Register as "yellow" damage
This was only the case for a patch or two. These days it is back to being white damage.

Question on Improved Hamstring, how do the durations work? Does the immobilizing effect last 5 seconds first and then hamstring still lasts the 10 seconds afterwards?
Correct, though Improved Hamstring's immobilize is, as of 2.4, on Diminishing Returns, so that may become a 2.5 second immobilize followed by 12.5 seconds of snare if the immobilize happens again within 15 seconds, and so on.
