Welcome to the forums, Kriss!
Thank you for your experienced perspective on the matter. We do in fact have several posts or guides explaining the use of an Arms build, commonly referred to as an MS/Slam build here (that's the easiest & most realistic build for our populace).
The fact that you bring this point to attention is inherently good, as many players who simply do not want to learn Fury often search for Arms alternatives. However, without proper care & due vigilance, this build can be disastrous. The last thing I personally want, is for a new wave of ill-informed players to create an overbearing generalization about our class or spec.
There's a few things which I would also like to touch on.
Windfury Totem is required more often than not (for rage & for personal DPS as well)
Blood Frenzy must be used if you are the prominent Arms warrior (or the only one)
PVE Arms shouldn't be considered with less than 3 melee in a 10-player raid
If there is already an Arms warrior in big raids, then other Arms warriors do not need Blood Frenzy -- take the last two points of Flurry (this greatly helps)
Know why each point in the talent tree is taken, if you don't understand this, then consider going back to the basics
And, above all else, do not wait to "practice" this with a raid;
Do your homework & do it on your own time!
There is no excuse for showing up to a raid half-ass. Anyone taking a PVE Arms or Slam build should know what to expect. If you don't, then you are not quite ready to begin raiding. It's okay not to be perfect at first attempt in a raid, but you better show potential.

Unfortunately, there are a few points required as "filler" in order to obtain other talents, farther down the Arms tree. Mortal Strike has a prerequisite of 30 points.
Blood Frenzy soaks up 2 points after obtaining Mortal Strike. Unfortunately, the most reliably attendant PVE Arms warrior must deduct two points from Flurry in order to obtain Blood Frenzy. Probably safe for two warriors in a 25-player raid (often there are more than just one target taking damage, such as the off tank's target, etc.).

every good raid has 1 arms warrior just for blood frenzy debuff. 4% increased dps for all physical dps class's, including increased threat generation for the tank. It doesnt sound like much by itself, but multiply it by about 10-15 people, and its a significant dps increase for the raid as a whole.
The only problem is, and this is why most people dont do this, is your personal dps will be lower than if you had spec'd fury. You basically end up "taking one for the team". Most people arnt willing to do that. Most people i see that play a dps class run damage meters, and are constantly doing everything they can to hit #1 to brag to everyone in the raid, even if it ends up killing people or wiping the raid. (dont get me started on how much i hate damage meters)

I strongly detest damage meters for raid members. Only officers or raid leaders should be using them. All other players should be using threat meters in absolution & as uncluttered a screen as possible to better focus on the task at hand -- monitoring threat & participating in the encounter intelligently.

haha, all this rhetoric would not convince outsiders that we are modest in any way, but yeah! PVE Arms isn't for everyone, but neither is tanking or healing. It's nice to know that there is, indeed, an option in which those who dearly love the Arms tree can shine, regardless which aspect of the game they choose.
