Elemental Badge of Justice Rewards

Hello, fellow shaman. I'm a long-time reader, seldom commenter, first-time poster.
So, I'm having trouble deciding what I want to spend my Badges of Justice on. I'm not incredibly concerned about what the biggest upgrade will be; I'm mainly concerned in getting something that will be not very easily upgradable. Like, I don't want to even drop 25 badges on a cloak that's going to be replaced as soon as I start running Karazhan.
My shaman as been 70 for all of 3 days, so I've only recently started running heroics and probably won't see Kara for a bit.
Any advice would be greatly appreciated.

Basically, compared to kara...
All of the 2.3 stuff is worth it and won't be replaced anytime soon. But man it's a LOT of badges.
I've got the chest and totem so far, the 2.2 shield. Slowly working on the gloves (I've been focusing on my druid lately... she's nearly out-geared my shaman)
worth pointing out the badge shield isn't actually that much better then the draenei shield... I primarily bought it because it looks freaking cool
The totem is definitely sweet and seems like it would be difficult to replace. I drooled over the shield as well until I realized that, as you said, it's only a slight upgrade from the Draenei Honor Shield.

I'm actually in a very similar situation.
My shaman
(my third 70 as of a few days ago) has only been to a couple of heroics so far. She got lucky and got the epic shoulders from Heroic Slave Pens the first time she went. She's a leatherworker (and I happen to be in a guild with SSC/TK on farm, so she has the Hurricane Boots recipe) and only needs 3 more primal nethers to finish crafting the rest of her epics.
Top on my badge priority right now is the
Rushing Storm Kilt
. Sure it's not available yet, but I doubt I'll be able to gather enough badges to afford anything worthwhile before 2.4 hits anyway.
After the pants, I'll probably go for
Grips of Nature's Wrath
and
Pauldrons of the Furious Elements
. I'm trying to save chest/boots/belt/bracer for last so as not to replace my LW epics right away.

The badge shield is a must-have for any ele shammie.
A word about the Skycall totem- it's really only good if you've managed to stack some spell haste (I use it in raids with Quagmarrian's Eye and the Hauberk of the Furious Storm), but for any situation where you won't be able to spam LB for the full duration of the haste buff, Totem of the Void is superior.
Shawl of shifting Probabilities is also one of the best cloaks out there for an ele shammie- get that ASAP.
I was lucky enough to get the epic shoulders and Quag's Eye from a single heroic SP, so now I can focus on other gear. I'm extremely grateful for this reply because I've been thinking a lot about that totem. Looks like I'll be diverting that attention to the cloak instead. Thanks for the suggestions!

Yeah, the cloak is for sure a better upgrade for you at this point. In your case, probably the 2.2 cloak,
Shawl of Shifting Probabilities
. Elemental shaman is all about crit, and that cloak has it in spades.
Your +damage is very good given your fresh 70 status, but try and get your crit to 20% from gear without reducing your +damage where possible.
Spell haste is directly proportional to your spell damage. The more you have, the better it is. At this point, the skycall totem would not benefit you much (if at all). Totem of the void is a definite must :)
